Taishan Steel Stainless Steel Eco-industrial Park of Economic Development Zone of Laiwu

II  Basic Information

Set up in March 2012, Taishan Steel stainless steel eco-industrial park is a new economic growth point built by the effort of the whole city to enlarge, strengthen, refine and deepen the stainless steel industry centering on lengthening the stainless steel industrial chain. It occupies a planned gross area of 20 square kilometers and is next to downtown of Laiwu. Xinda Railway, Central and Southern Shanxi Railway and Beijing-Shanghai Expressway cross Laiwu from east to west, No. 242 Provincial Road, Laicheng Avenue pass through from south to north. The public passenger north station is located here. It is less than 10 kilometers away from the new railway station, Laiwu east station and Linjialou station and less than 5 kilometers away from the north passageway of Laiwu of Beijing-Shanghai Expressway. It is equipped with perfect infrastructures and rich natural resources. Pipe networks including electricity supply, water supply, heat supply, natural gas, drainage and communication have covered this area, and thus the requirements for enterprises and residents in the park can be satisfied.

Taishan Steel stainless steel eco-industrial park aims at building a demonstration area integrating city and industry, establishes the precondition of "coordinated development of the areas and priority of ecological benefits" and puts efforts into building "a new strategic platform for promoting cooperation of Jinan and Laiwu, a new urban portal for promoting integration of industry and city and a new landmark of Laiwu for creating co-existence of city and green environment". On the one hand, the project will perfect urban functions, improve ecological level of the area, try to construct an advanced municipal basic system and build a modernized city district with developed central urban area in the north. On the other hand, the project will develop the tertiary service industry concentrating on business office, ecological living, medical treatment and public health, cultural education and financial service, strive to develop headquarter economics, put effort into promoting integrative development of modernization and informatization, cultivate new economic growth points, realize mutual promotion and integrative development of industrial development and urbanization construction and work hard for building the economic development zone into a modernized city that is quick in function promotion, high in industrial level, good in investment environment and suitable for residence, business and enterprises.

III  Key Enterprises Within the Domain

Large and medium central and provincial enterprises such as China Minmetals Corporation Luzhong Mining Group Company and Huadian Power International Laicheng Power Station and key leading enterprises such as Taishan Steel Group are located here.

1. Luzhong Mining Co., Ltd., built in 1970, is a state-owned large-scale underground ferrous metal mine enterprise and subordinate to China Minmetals Corporation. In December 2009, Luzhong Mining Co., Ltd. and China Minmetals Corporation were recombined, and the recombined enterprise is subordinate to China Minmetals Corporation. At present, the company has assets totaling 5 billion, more than 7500 employees and more than 1200 various types of professional technicians. In 2013, yield of raw iron ore was 3,908,400 tons with year-on-year growth of 10.22%; main business income was 1.961 billion CNY with year-on-year decline of 1.21%; the profit was 0.251 billion CNY with year-on-year growth of 5.55%, and the tax amount was 0.526 billion CNY  year-on-year growth of 10.4%.

2. Huadian Power International Laicheng Power Station is the subsidiary enterprise of Huadian Power International Corporation Limited with an installed capacity of 4*300MW (fired thermal power unit). Construction of this power station started in March 1998, and in May 2003, it was constructed and put into use. The total project investment is 4.822 billion CNY. Since the unit is put into operation, the totally generated energy is about 77 billion KWH. Profits and taxes can reach to 1.368 billion CNY accumulated from 2009. In 2013, generated energy was 6.268 billion KWH, heating capacity was 371,200GJ, total industrial output value was 2.309 billion CNY, the tax amount was 0.226 billion CNY, and the profit was 0.397 billion CNY.

3. Shandong Taishan Steel Group Co., Ltd. is a large-scale enterprise group which takes ferrous metallurgy as the leading business and covers the fields of energy and power, machinery manufacturing, scientific research and development, international trading and tertiary services. Sales income in 2013 was 37 billion CNY, which ranked the 75^th place in Top 500 of Private Enterprises of China. The company has always taken technical innovation and scientific-technical progress as the driving force of enterprise development, continuously speeds up industrial restructuring and has successively built the first hot rolled medium-wide strip production line in Eastern China, the largest cold-rolled sheet production base in Shandong Province and the only stainless steel production base in Shandong Province. At present, the company has the comprehensive productive capacity to produce 4 million tons of high-quality plates and strips and 1 million tons of stainless steel annually. The leading product, plain carbon steel, includes hot rolled coil and cold rolled coil. Since the stainless steel production line is put into use, more than 20 series and 60 sizes of stainless steel rolled coils such as nickel austenite, martensite and ferrite have been developed, and special steel plate rolls such as bi-directional stainless steel, high-grade alloy steel, weathering resistant steel, electrical steel and silicon steel can be manufactured. The manufactured materials can be widely used in the fields of petrochemical industry, ocean engineering, aerospace industry, automobiles, ships, medicines, food, water treatment and so on.

IV  Economic Development of the Park

In 2013, there were 32 large projects under construction in the park, wherein 10 projects including heavy machinery of Minmetals have been completed and put into production, and the total investment amount is 16.4 billion CNY; GDP of the whole district reached to 3 billion CNY, with year-on-year growth of 9.8%; the fixed-asset investment was 2.39 billion CNY with growth of 26.1%; public finance budget income was 0.108 billion CNY with growth of 63%, urban per capita disposable income was 28500 CNY with growth of 14%; and cash income per capita of the farmers was 11900 CNY with growth of 17%.

V  Key Project Proposals for Investment

(I) Project of Stainless Steel Deep Processing Park

1. Project information: The project is located at the core position of the park. Convenient transportation and well-equipped facilities. Production capacity of the stainless steel hot rolled plates of Taishan Steel Group can reach to 1.8 million tons. Currently, the stainless steel cold rolled sheet deep processing project with an annual output of 0.48 million tons is under planning and construction, and the potential for developing the industrial chain of high-quality stainless steel and products is huge.

2. Investment estimation: The total investment is 2 billion CNY, and the project mainly constructs a standard factory and relevant supporting facilities.

3. Project proposals for investment: Project of stainless steel separately rolled products, project of high-performance steel auto parts manufacturing and processing, project of stainless steel kitchenware, project of hardware products, project of building materials and decorations and so on.

4. Benefit analysis: After reaching target output, the project will achieve the sales revenue of 10 billion CNY, taxes of 1 billion CNY and offer 3,000 jobs.

(II) Project of Incubator for Small and Medium-sized Enterprises

1. Basic information: The project is located at the core position of Taishan Steel stainless steel eco-industrial park and occupies an area of 156 mu. Convenient transportation and well-equipped facilities.10 standard factories are planned to be constructed, and various types of stainless steel deep processing enterprises are to be introduced by attracting foreign investment.

2. Investment estimation: The total investment of the project is 0.5 billion CNY. The project mainly constructs standard workshops, office buildings, comprehensive commercial-residential buildings and relevant supporting facilities.

3. Benefit analysis: After reaching target output, the project will achieve the sales revenue of 1.06 billion CNY, taxes of 0.12 billion CNY and offer 2000 jobs.

(III) Urban Complex Project of North District of Municipal Hospital

1. Project information: The project is located at east of Shengli Road, west of Changshao North Road, south of Xinda Railway and north of Yingmou West Avenue and occupies an area of 1264.4 mu.

2. Investment estimation: The total investment is 3.5 billion CNY. The project mainly constructs a new urban commercial complex which concentrates on large dining, entertainment and commercial residential center and integrates department stores, chain stores for household appliances, KTV, famous snack restaurants, international and domestic famous brand stores and so on.

3. Prospect analysis: The project will put efforts into building a new portal of northern district of Laicheng and mainly build commercial residential buildings. Supporting facilities such as commercial facilities, schools and parks will be constructed along two sides of Changshao Road and Yingmou West Avenue, and a commercial-residential area integrating functionality and landscape will be built. The project is located at the core position of the economic development zone, backs on Sima River, and is adjacent to the downtown in the south, Laicheng industrial area and Xueye tourist area in the north. It has obvious regional advantages, well-equipped facilities, mature development condition and broad market prospects.

(IV) Project of Urban Village Renovation of Qin Village Area

1. Project information: The project is located at Shenjiazhuang Village, east of Shengli Road, west of Changshao Road, south of Sima River and north of Zhenxing Road and occupies an area of 300 mu.

2. Investment estimation: The total investment is 1.5 billion CNY. The project mainly constructs a large dining, entertainment and commercial residential center integrating residence settlement areas, fashionable shopping centers, chain stores for household appliances, KTV, famous snack restaurants, international and domestic famous brand stores and so on, and builds a new urban commercial complex.

3. Prospect analysis: The project is located at the core position of the economic development zone, backs on Sima River, and is adjacent to the downtown in the south, Laicheng industrial area and Xueye tourist area in the north. It has obvious regional advantages, well-equipped facilities, mature development condition and broad market prospects.
