Liao Cheng E-commerce Industrial Park

II  Introduction to the project unit

Liao Cheng E-commerce Industrial Park, approved by Liaocheng municipal government, organized by Liaocheng Economic and Technological Development Zone and co-built by Liaocheng Economic and Informationization Work Committee and Liaocheng Service Industry Office, is the first modernized service industry gathering park which integrates comprehensive public services such as leading share of network information technology in the field of e-commerce, network marketing, international trade, storage logistics, service outsourcing, business incubation, talent training, entrepreneurship and employment.

III  Project content and scale of the construction

The park is located at the north end of eastern outer ring of Liaocheng and adjacent to the development zone entrance of Jinan-Liaocheng Expressway. The park occupies an area of about 800 mu, and the overall planned range includes two sides of Huitong Avenue and the blocks south of the highway and west of eastern outer ring. The initial area of the first phase is located at Huitong Intelligence Mansion which has 19 floors and occupies a total building area of 46,000 square meters. Five central functional areas including an e-commerce operation center, an entity transaction center (exhibition center), a logistics distribution center, a comprehensive service center and a scientific incubation center are to be built, the three major functions including e-commerce, innovation and entrepreneurship and software development can be highlighted, and the first e-commerce demonstration district in the border area of Hebei, Shandong and Henan can be built. A new engine which is based on the development zone, serves the whole Liaocheng and covers the border area of Hebei, Shandong and Henan in promoting growth of modern service industry can be built.

IV  Construction conditions of the project

The industrial park has been put into operation on August 2. Jushihui 3D Shopping Mall, E-commerce Platform of Dongsport, China Net Bank---Liaocheng Entity Enterprise E-commerce Valley and Shandong Longsheng Elevator Parts Co., Ltd. have settled in the park. Alibaba Liaocheng Chamber of Net Commerce and Business Training Base have confirmed to enter the park.

VI  Market and economic benefit analysis and forecast

By 2018, more than 50 domestically and overseas influential e-commerce platforms will be built, 30 key e-commerce enterprises will be cultivated, 10000 e-commerce enterprises with hones operation and good performance will be developed, transaction amount of e-commerce will break 100 billion CNY, and the average annual growth rate is about 35%; Cross-border e-commerce has got started rapidly, and its transaction amount takes more than 10% of import and export trade; the e-commerce gathering capacity has been strengthened obviously, and thus the park can be built into a national demonstrative e-commerce industrial park. By 2020, transaction amount of e-commerce will break 200 billion CNY, e-commerce will be deeply combined with the real economy, the cross-border e-commerce will achieve leaping development and reach the international advanced level in business pattern, techniques and talents.
